3. "Gas exploration from shale formations in Poland in the years 2010 - 2013 - experience, technical, organizational and legal problems"

   Summary:

   This paper shall present the experience gained over the last three years in the field of exploration works conducted for shale gas in Poland. It shall also present the technical problems, organizational and legal aspects which the author had the opportunity to experience while implementing a number of projects for different Operators (both national and foreign) in the concession area of shale gas in Poland.

   The projects were carried out, among others involving the drilling contractor MND-Czech Republic, while exercising mining supervision as Kierownik Ruchu Zakładu and Deputy KRZ.

   The technical issues presented in this article concern the boreholes of many configurations – from vertical to horizontal including the ones of “S” shape. Such a range of boreholes required the use of the latest drilling technologies including the use of special geophysical probes as well as drilling mud and cementing technologies.

   In the course of project implementation there were gained and experienced a number of organizational and legal problems resulting from the relationship between Operators and Drilling Contractors, and between the mentioned entities and local authorities / government offices.

   The author of this article wishes to objectively and critically comment on a number of issues that were experienced during the implementation of mentioned projects.

   The article will also present a number of demands and proposals concerning the implementation of “Shale Gas” project in Poland in the following years as well as point out possible changes aiming at increasing the effectiveness of conducted drillings. Many of those proposals come from the Operators struggling with large bureaucratic barriers. Removal of those barriers is one of the conditions for the development and success of shale gas exploration and later exploitation in Poland.
